FY2021 CTE Supplemental State Funding Calculation

    This page reports the state funding of career technical education (CTE) of the traditional school districts, joint vocational schools and community schools and the permissible uses of the funds in a biweekly guidance letter for the traditional districts and a monthly letter for JVSs and community schools that details the areas of allowable expenditures in the context of each foundation payment for CTE students receiving services in any one of the following 5 program categories:

  • Category 1: WFD in Agriculture and Environmental Systems, Construction Technologies, Engineering and Science Technologies, Finance, Health Science, Information Technology and Manufacturing Technologies
  • Category 2: WFD in Business Administration, Hospitality and Tourism, Human Services, Law and Public Safety, Transportation Systems and Arts and Communications
  • Category 3: Career Based Intervention Programs
  • Category 4: WFD in Education and Training, marketing, WFD in Academics, Public Administration and Career Development
  • Category 5: Family and Consumer Science Programs

In addition to the funding for the above categories of career tech students, the law also provides for two additional CTE funding streams:

  1. Career Tech Education Associated Services Funding
  2. Career Tech Education Guarantee Funding

The law does not call for restricting the expenditures of these two funding amounts however.

The FY21 CTE funding amount is based on what school districts and the joint vocational schools have received in FY19 through the foundation formula, therefore the foundation CTE amount for these entities tends to be constant through the fiscal year regardless of changes in FY21 CTE data. This provision does not apply to community schools and the calculation of the CTE amount for these entities is based on FY21 funding based on FY21 data. The CTE foundation amount is reflected on line A of the Guidance Letter. In addition to that, traditional school districts and JVSs receive funding adjustments through Open Enrollment and Other Adjustments of the SFPR and for community school deductions. These adjustments are based on current CTE data for FY21 and are therefore subject to change as the data changes with each payment. To the extent that these adjustments change from payment to payment, the amount of total CTE funding available to the district tends to change as well. Since the November #1 payment for traditional districts and the November payment for JVSs and community schools were the first payments of FY21 that utilized FY21 CTE data for Open Enrollment and Other Adjustments, the Guidance Letters provided here are for the November payment(s) through the final payment(s) of the fiscal year. As a result of the ordered school-building closure, all entities have until December 31, 2021 to finalize their expenditures based on the guidelines provided in these letters.
